Note: if you can't log on then you'll need to safeboot. by pressing f8 repeatedly upon booting up comp then choose safemode from there choose admin account. follow steps below after that. this can be printed look up above this post.
1) start
2) run
3) type cmd, click ok
4) type, net user, hit enter, no comma after net user.
5) find the user's name that you need to change password for.
6) now type, net user "name of the person the password need's changed" then add an asterik
example: net user billie * names are located under the aspnet heading
now you will get a prompt to enter a password
a) enter new password
b) confirm new password
c) write new password down somewhere

that's it. now you can log into that account with the new password you just created.

Another way of doing this is to safeboot computer.

1) Turn off computer.
2) Turn computer back on.
3) Repeatedly press f8.
4) Choose SafeMode.
5) Select Admin as the account you want to use to sign in.
6) Go to User Accounts and change the Password from there.

excuse but there's a windows with security code in the safe mode for example the modified one "windows lsd"
how can we get access in this situation

You can download the Hiren's Boot disk, you can boot your PC with this disk and select the option Password & Registry Tools next Active Password Changer, it is a Tool much easy to use!!! Good luck!!

Download Hiren CD I did use it my sekf it is very good tool to have not only for this task but for other tasks too

1, restart the computer, immediately after the startup screen appears press the F8 key, select "Safe Mode with command line."
2, run the end of the process, the system lists the system super user "administrator" and the local user "*****" choice menu, mouse click "administrator", enter command line mode.
3, type the command: "net user ***** 123456 / add", to force the user's password to change the "*****" "123456." To this add a new user (such as: user name is abcdef, password 123456), please type "net user abcdef 123456 / add", add available after "net localgroup administrators abcdef / add" command will upgrade the system user Management group "administrators" of the user, and it has super rights.
4, restart the computer, select the normal mode, you can use to change the password after "123456" Login "*****" users.
