Normally if you are having video card memory issues you will also get blue screens.  I don't think I have ever seen IRQ slots as a reason to slow down a computer.  I have had those same memory issues on a video card, my problem with it though was the card was brand new.  So well good luck, also consider uninstalling games you no longer play.  Also look and see what is booting at start-up, this will speed up the booting of your computer so you don't have to get up to get coffee before the computer is ready to go.  Have a great day all, and sorry about not being on more, right now life has been really busy and I am trying to get caught up.

thats weired, IRQ to be the reason for PC slowdown.. i never experienced it.
