That depends on what do you want to do with it, and how much do you plan to expend.
If you just want to make an OMG MOSNTER PC you should think in:
Intel Core i7 Extreme
Motherboard that can support such a powerful processor
2x nvidia GTX590
at least 16GB DDR3-1600 for RAM
4x WD Velociraptor (try to buy them all from same capacity, as much as you can find), you put them in RAID.
1x BD burner
For the case, you'll want something like a HAF-X or a tt V9.
For the PSU... a Corsair 80+ 800+W, so it has the power to support that monster.
You'll want to add water cooling too.

And that's all I can think of now :p

WOW!  Afro

This is really something!

IMO, this is something for "smaller" budget:

CPU: 2,6GHz
GPU: 512MB
RAM: 4GB
HDD: 250GB

Ammar, what is your plan & budget??

Also, which configuration you have now??

Its my gaming and coding rig :p
If Seagate haven't turned so bad after buying maxtor, this would fly... (but I'm too lazy to reinstall windows on the Black Caviar :p)
(And here in Chile the HDDs have their prices still in the clouds, so buying a new BC is just not an option :/)

This one you have or want to have "WD Caviar Black": http://wdc.com/en/products/products.aspx?id=100

I find here one nice review "WD Caviar Black 1TB vs Seagate Barracuda 7200.11 1.5TB": http://www.reghardware.com/2008/10/28/review_storage_hard_drive_wd_caviar_seagate_barracude/

By the way, how much costs some of them in Chile ??

Yup, the 500Gb HDD is a WD Black caviar, and having another one would be sweet. (And indeed, my sistem disk is a barracuda 7200.11)
As for the prices:
I found a 1TB caviar Black Sata III at ~100.000 CLP, thats about 200 USD
And a 7200.12 Seagate Barracuda 500Gb at ~69.000 CLP, about 138 USD
So here its almost time for changing PCs, just the harddisks would have to wait...

They're really expensive... but as I see Caviar Black have almost same price on e-Bay, on the other side Seagate Barracuda 500Gb is little bit cheaper:
