The United States needs to stop leaving their mail servers open to just anyone and start configuring them properly.
Living in the United States, I can tell you that our government likes to fine companies for just about anything. Why don't they start fining companies that have open relay mail servers? Is there even a need for open mail servers anymore?

My fault for not reading the article correctly. I just noticed that it said a majority is sent through "webmail" which doesn't necessarily use open relay mail servers.
