Looks like a misconfigured Access Protection Policy, is it managed via ePO? If it is, you can update the policy there and push an agent update, then you should be able to access in ~5 min. If it isn't, then you need physical access to the machine, or some sort of remote console (iDRAC for Dell, iLO for HP, etc..)

VSE has been installed as standalone without ePO. I've server access. I could login into server but workplace is inaccessible, also C-A-Del dont working.

CPU, memory, HDD is ok. After run MMC for disable Mcafee services I get black screen and logoff. Now I cant login into server. Next login is possible when  server will restart. May be that VSE damaged SYSVOL folder?

It shouldn't be the case, when server restarts can you open VSE console? If you can, take a look at Access Protection Policies. First try disabling access protection, the look the policies and re-enable it when its properly configured.
