Please give us a bit of information about your system, to say:
OS, Ram, processor, Hard Disk capacity, partitions, drives, and everything you think may be of importance.
Oh! Also do mention your AV, firewalls and such.

Regards,
J.

Additionally, did you try to use "System Restore" option??

Try to download combofix from this link:

http://www.bleepingcomputer.com/download/anti-virus/combofix

After that you must disable your antivirus and disconnect computer from internet.
Run combofix and scan your computer.

When your computer is scanned and restarted with combofix, you must check virus definition for your antivirus and also download Malwarebytes from this link: http://www.malwarebytes.org/

Enable your antivirus and update virus definition.
Scan your computer with malwarebytes and clean everything that malwarebytes found.

Thats it.

I think your operating system is corrupted you can download combo-fix and install in your system. If the problem still remain in your system then format your windows by taking the backup of your important data.

On another computer try to download Bitdefender rescue disk or Avast or AVG rescue disk and boot from CD on infected computer and make sure once on the rescue cd environment to update the av and run the full scan.
