Delete everything from the sub-folder Download
Go to This PC and open the partition you have your Windows installed on (it’s usually C:).
Go to the Windows folder.
While here, find the folder named Softwaredistribution and open it.
Open the sub-folder Download and delete everything from it (you might need administrator permission for the task).
Now go to Search, type update, and open Windows Update Settings.
Go to Advanced Options and set Notify to schedule restart under Choose how updates are installed.

A other possible reason is that your computer is compromized in some way like by a wirus. This according to your other questions lat ly here in this forum.

If it can be so perform a Clean boot with a minimum of your operating system and do a virus scan to search for a virus. Or unplug you computer disk and mount it on a other computer and scan the disk from that one.
