I've had the same problem with Windows 7 64-bit, and even with the standalone update "update" I downloaded from Microsoft's website, I still was stuck. I ended up having to do a clean install, which sucked.

After a day and 1/2 of trying different suggestions on the web and failing I came across this stand-alone WSUS WSUS server script that was able to fixed windows update.  My main problem was with an update was incomplete but not rolled back.  The problem was identified by the troubleshooting script for windows update located at Control Panel > Troubleshooting > System and Securities.  But could not correct the problem.
 
I suggest you read the documentation There is a download executable and a separate client install.  Works with 8.1 10 and 7.  Make sure you download the correct patches for your OS. Will also work for fresh reinstalls of windows OS. You can use a USB or external drive to download all the updates.
