I have actually fixed some drives by doing this . . . for some reason, there were some sectors marked as "Bad", and when there got to be too many for the "S.M.A.R.T." system, it would report that the drive was bad, when in fact, there were really no problems at all with the sectors that were reported. Running the low level format resolved whatever issues caused the sectors to be reported as "Bad", and made the drives usable again.
