The other day i wanted to change the language of one of my "free" Win 8 Pro MC installations from English to Dutch (KB2607607).
Regular instructions are simple enough (
http://support.microsoft.com/kb/2607607), but I was unable to do so. I could click, but nothing would happen or install :S
BUT if you press the Download and install Language Pack button (which doesn't work), there is still an admin prompt popping up.
Look very carefully at that popup. It will tell you which command wants to be executed. Type that command in an elevated cmd.exe prompt...
For example (Dutch): c:\windows\system32\lpkinstall.exe cb476f92-56d0-4dde-961c-8f980ee13949
The ID-String is what changes from language to language. I could not find a mirror for the language packs, so I do not have the ID's for you... But look at your install prompt and adjust appropriately. This way you can manually install ANY language pack, not just the ones available in the download center (which are the more obscure languages that you and I never even heard of ;p)
