Can you upgrade a non-English (Dell) Windows XP Professional installation to Windows Vista Business SP1 English (also Dell based)?

Yes you can.

With some trickery - it's XP :P

try: Windows XP Service Pack 3 MUI Pack Update
http://www.microsoft.com/download/en/details.aspx?id=22108
Install this package to get the Microsoft Multilingual User Interface Pack (MUI) Update for Windows XP Service Pack 3 (SP3). The best way to ensure you get Windows XP Service Pack 3 is by turning on the Automatic Updates feature in Windows XP.

after that
1. Open Control Panel and double click on the Regional and Language Options icon.
2. In the first tab, Regional Options, select English (US), English (UK),"

You can see this last step with pretty pictures, here: http://dev.ektron.com/kb_article.aspx?id=5982

When you encounter: You cannot select the Upgrade option when you try to install Windows Vista, and you receive the following message: “Windows cannot determine if another operating system exists on your computer”, go read here: http://support.microsoft.com/kb/927295

And then the biggest hurdle: how to remove Windows Powershell 1.0 for Windows XP - why oh why did I ever install that update??? :(

First try classic way (which will fail? ;p)

Copy Paste FROM: http://ali-portfolio.com/blog/?p=20
"Good old Control panel:
Like most programs, you can uninstall powershell 1.0 from the Control Panel.

1: Go to the Control panel > add/remove programs  (or if you like shortcuts then just run a command, appwiz.cpl)

2: Tick “show updates” checkbox , if its already not ticked. Powershell will now be shown in the list either as Windows PowerShell or under Windows update as KB926139 or KB926139-v2. Just click remove.

Not in the Control Panel?
Sometimes you cannot find PowerShell in add/remove programs. If that’s the case, you can simply run the following command:

For KB926139:

%windir%\\$NtUninstallKB926139$\spuninst\spuninst.exe

for KB926139-v2:

%windir%\\$NtUninstallKB926139-v2$\spuninst\spuninst.exe

Tips: For quiet uninstallation, you can use /quiet /passive e.g.

%windir%\\$NtUninstallKB926139-v2$\spuninst\spuninst.exe /quiet /passive"

POST-EDIT: I also found this old article of mine (http://social.technet.microsoft.com/Forums/windows/en-US/5debb397-cedf-4822-bd7c-cc08f2d38ef8/how-to-uninstall-windows-powershell):
"On Vista x86 SP2... Go to Control Panel / Add/Remove Programs.
In the column on the left, bottom option is:
"Turn Windows Features on or off". Chose that.
Scroll down.
THERE you will find the option to disable and remove Powershell features."

Still no dice?

From different sources, here: http://geekzguru.wordpress.com/2008/02/16/howto-uninstall-powershell-10/

- start regedit.exe and export a backup of  the following key:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PowerShell]

Then, remove that key completely.

- Go to C:\windows\system32\
- Rename folder WindowsPowerShell to OLD-WindowsPowerShell

No reboot needed; try your installation again :)

Still bad luck? Well, you're on your own (or repost!) But do also read this lengthy discussion: http://social.technet.microsoft.com/Forums/windows/en-US/5debb397-cedf-4822-bd7c-cc08f2d38ef8/how-to-uninstall-windows-powershell
