...after that, first install "APP Center" and after that appropriate utility for your MB.

1. Installed App Center > Run
2. There is a new version - update? > OK
3. Your PC ran into a problemand needs to restart etc. etc. > restart
4. Run Update again.
5. App Center is running in task Manager (initially with 25-29% cpu then 0% cpu) but nothing is showing on the screen (like the screens shown in App Center page of your reference).
6. Wait for few minutes then kill task.

Maybe you need to be more patient in this case, since application need some time to update itself... later you need to check for "recently installed Apps".

After that, IMO, since you have CPU: "Core 2 Duo E6600" install utility for "@BIOS (Intel 6/7 series)" - it's below the middle of page.

Alternatively, try to use some older keyboard... on this way:

1. Turn-Off PC
2a. Press and keep (permanently) DEL button
3. Turn-On PC (keeping DEL button)

(2b. if this doesn't work, repeat procedure with different buttons: F1, F2, F10, F12 & ESC)

App Center is Running OK now. I'm a bit confused here. Do you want me to Re-flash BIOS with version F7 again? I already have F7 downloaded on my HDD. Do I still have to Run App Center, download and install @BIOS and Run this new @BIOS?

A - I Am NOT Saying For You To Update/Upgrade The BIOS Firmware - That Is A Completely Different Procedure,

B - You Are Going To Revert To The BIOS Settings That The Motherboard Had When It Left The Factory Assembly Line - That Is It,

C - This Process Is Simple And Thoroughly Described In The Motherboard Manual - Have You Read That Chapter, Yet ?

Question 3: How do I clear CMOS?
Answer: If your board has a Clear CMOS jumper, please refer to the Clear CMOS steps in the manual. If your board doesn't have such jumper, you can take off the on-board battery to leak voltage to clear CMOS. Please refer to the steps below:
Steps:
1. Turn off power.
2. Disconnect the Power Cord from MB.
3. Take out the battery gently and put it aside for about 1 minute (Or you can use a metal object to connect the positive and negative pins in the battery holder to make them short for 5 seconds).
4. Re-insert the battery to the battery holder.
5. Connect power cord to MB again and turn on power.
6. Press Del to enter BIOS and load Fail Safe Defaults (or load Optimized Defaults).
7. Save changes and reboot system.

My concern is step 6. What if I press Del at start-up and still can't enter BIOS (other than trying out various procedures, we have not ascertained why I can't enter BIOS logically)? I may end up with a working PC turned into a door-stopper!

Over the years, I have changed quite a few HW components like SSD, Graphics Card, additional memory, power supply unit etc. I want to learn if any of these changes plus upgrading from Windows 7 Pro to Windows 10 Pro can adversely react on my last official BIOS (F7) for this board.

The HW shouldn't keep you out of your BIOS Settings, much less a software upgrade, the BIOS couldn't care less.
I'm surprised that you can't access it now, even if you disconnect the SSD, since usually this is just that your computer goes over POST too quickly for you to press any key, or that your keyboard is not active during post and hence you'll need to try plugging a PS2 one, or getting an USB to PS2 adaptor.
If you clear the CMOS, automatically you'll end up with factory settings, so your computer won't be rendered unusable.
Dos your bios suppot UEFI? If that's the case, you can access "Firmware Settings" from Windows's rescue mode, to trigger it, you have t shutdown your computer 3 times while loading windows, then it'll begon automatic repair and when it finishes telling you that nothing is wrong, you can click advanced options and then Firmware Setings.

1. Downloaded and Installed @BIOS.
2. Run @BIOS and Re-Flashed BIOS with F7.
3. Re-started the PC and repeatedly pressed Del key on PSU Keyboard.
4. No POST screen. No BIOS setup screen. Nothing happens. Windows 10 does not start.

***** Problem Solved *****

Did the following experiments:
Cold Boot PC and keep pressing Del key to get to BIOS setup screen with following combination of Keyboard and Video connection.

Looks like a display affinity problem then, probably in your current setup it's trying to display the BIOS on the VGA port
