windows ' gets typed like '' and " gets typed like ""

Anyone? It''s getting the worst of me atm

It''s only '' and "" whom misbehave. Other character have no problem!

Windows 8.0 x64

Change keyboard layout to anything, accept, apply.
Now go back to your layout, accept, apply.

Sometimes that works fine :p
